Doug began his public finance career in 1985, and worked at several major investment banks where he has structured numerous derivative and traditional financings, including sales tax revenue bonds, industrial development bonds, certificates of participation, Mello-Roos bonds, housing issues, transportation issues, fixed rate, variable rate, and other short-term note issues.
Doug graduated from California State University of Fullerton in 1978 where he received his B.A. in Business with an emphasis in Accounting and Finance. He is a Registered Representative with the National Association of Securities Dealers (Series 7, 24, 52, 53 and 63)
Mike Dougherty is an accomplished management professional with over fifteen years’ experience working with the public sector. Mike has led successful national sales, marketing, and customer success initiatives for Fortune-500 and start-up technology companies focused on the federal, state, and local government sectors.
His client list has spanned tier-1 federal departments; state agencies; and major cities and counties. Working in the public sector Mike has managed city department budgets and major city programs.
Kiran Kumar is the Chief Data and Analytics Officer at RxSense, a Pharmacy Benefits Management company. He is responsible for the company's data and data related initiatives including Data Analytics, Data Architecture, and Data Governance.
Prior to joining RxSense, Kiran has held increasingly senior technology roles in large and startup organizations where he has shown proven leadership and expertise in areas including data analytics, machine learning, business intelligence, and Data Warehousing.
Rudy Salo is a Los Angeles-based public finance partner at a large global law firm. Rudy has served as counsel on billions of dollars of publicly and privately-placed debt involving governmental entities, transportation systems, educational institutions, cultural institutions, and entertainment venues. His practice includes advising government and private participants in structuring complex projects throughout the country using various revenue sources, including enterprise revenues, property taxes, sales taxes and other finite government revenue sources. In 2016, Rudy was elected to the inaugural class of Rising Stars in Public Finance by the leading national journal of Public Finance, The Bond Buyer.
Before becoming a public finance attorney, Rudy served as outside city attorney and district counsel to various local governments on both legal and policy approaches to problems they faced dealing with government transparency requests, conflict of interests, public employee matters and various other issues.
